WARNING!!! THIS CAN BREAK THINGS SO BE SURE YOU ARE AWARE OF THE CONSEQUENCES OF WHAT YOUR DOING!
run this commandchange to'PSU_MAX_CURRENT=5000' will tell the Pi that your PSU has 5A current capability REGARLESS if that's the case or not. As it will skip USB-C PD it is the sledgehammer solution your using your Pi with a un-official PSU of whatever current rating.
HENCE: don't use that unless you know the risk!
Reboot and report back. If your drive still doesn't work it's your PSU causing this!
