I use the PiKVM device that uses RPI4 hardware H.264 encoder to encode screen images obtained from the HDMI capture device.
What bothers me is that when the screen is static, which it is most of the time, the video stream still has bit-rate of 170-255 kbps.
When each frame of the video is the same, all information that should be passed in the video stream is "nothing changed".
Why then 170-255 kbps bit-rate is produced by the H.264 encoder?
