When bootsel pressed and then plugging the pico into a computer the pico should be detected *. Eventually check the USB cable.
Assuming the pico is damaged, then something happened in the transition from 'pico powered from PC while developing code' to 'running pico in target environment'.

- could there be overvoltage conditions on GPIO pins, Vcc supply
* If pico powered by external source, then a reset is needed. Use 'run' pin and connect to GND for a moment.
* be sure the RUN pin is not connected to GND permanently.
